This was announced today at a meeting of the board of the Vitebsk Regional Committee for Natural Resources and Environmental Protection by Yuri Korolev, head of the operational control department, as reported by a BELTA correspondent.
Emergency situations related to the discharge of manure-containing wastewater into water bodies occurred at the "Drazhno" branch of ZAO "Vitebskagropodukt", at farm No. 5 of GP SGC "Zadneprovsky" in the settlement of Krapivno, Orsha district, OAO "Lipovtsy", KUSHP "Chashchunskoe", KUSHP "Sirotinsky" and other complexes.
The main cause of the incidents was serious violations of environmental safety requirements. "Inspections carried out by employees of district inspectorates have shown that a pre-emergency situation is also developing at other livestock complexes in the region," emphasized Yuri Korolev. At many enterprises, measures to improve the environmental situation are not being developed or implemented, and work on the reconstruction, repair, and construction of new treatment facilities, storage ponds, and manure storage facilities is not being carried out. For example, at the cattle complex of OAO "Cheressy" in the Miory district, the manure removal system requires major repairs. The treatment facilities of the pig complex in the village of Biryuzovo of KUP "Dvorishche-Ros" in the Rossony district have been in an emergency state since 2009. At the pig complex of PKhD "Dobrinskoye" of OAO "Vitebsk Grain Products Combine" in the Shumilino district, the manure removal system is in unsatisfactory condition. In addition, all complexes in the region lack a system for repeated and circulating water supply, and departmental laboratory control over the quality of wastewater is not carried out.
In total, 44 agricultural enterprises operate 45 large livestock complexes in the Vitebsk region, including 25 pig complexes and 20 cattle complexes. In accordance with the coordination plan for control activities in 2010-2011 on compliance with environmental legislation, the regional committee inspected 37 agricultural enterprises with large livestock complexes.
"The control over the implementation of prescribed measures to eliminate identified violations during inspections is carried out insufficiently. This situation must be rectified, otherwise the effectiveness of inspections will decrease," noted the Chairman of the Committee, Ruslan Vinokurov, summarizing the results of the inspection activities. Taking this into account, as well as with the aim of preventing emergency situations, he set the task to conduct an inspection of all livestock complexes in the region within the first half of 2012. -0-
