As practice shows, crimes committed during emerging domestic quarrels and conflicts often surpass, in terms of cruelty and severity of consequences, premeditated and well-prepared criminal acts. Every third murder and every fourth intentional infliction of grievous bodily harm occurs within the sphere of family and domestic relations.
Drunkenness is one of the most negative social phenomena in society, leading to family distress, causing irreparable harm to the institution of the family, hindering the full development of minors, negatively affecting the crime situation, and in some cases leading to tragic consequences. In the Lepel district alone, during the current period of 2023, 2 particularly grave crimes (attempted murder and murder) were committed within the sphere of family and domestic relations, whereas in 2022, no such crimes were committed in the district.
Responsibility for the intentional unlawful deprivation of another person's life (murder) under Part 1 of Article 139 of the Criminal Code of the Republic of Belarus provides for imprisonment from 6 to 15 years, and under Part 2 of Article 139 of the Criminal Code of the Republic of Belarus, from 8 years of imprisonment up to the death penalty. Responsibility for (intentional infliction of grievous bodily harm) under Part 1 of Article 147 of the Criminal Code of the Republic of Belarus provides for restriction of liberty for a term of three to five years or imprisonment for a term of three to eight years, and for (intentional infliction of grievous bodily harm resulting in death) under Part 3 of Article 147 of the Criminal Code of the Republic of Belarus, imprisonment from 5 to 15 years.
