The socio-economic policy of Belarus is based on the interests of ordinary people. This opinion was shared with correspondents by the Head of the Presidential Administration, Igor Sergeenko, during the regional meeting of delegates of the VI All-Belarusian People's Assembly, which took place today at the Palace of Culture of the region in Mogilev.
"After the VI All-Belarusian People's Assembly, the lives of Belarusians will definitely change. They will become better and of higher quality. This is because the interest of the ordinary person is laid at the foundation of the entire socio-economic policy of our country. These are issues related to education, healthcare, the development of intellectual capabilities and incomes. The prepared program, the main points of which were presented today, is comprehensive. And today, representatives of the central government bodies informed the attendees about the main development prospects for the Mogilev region and the country as a whole," noted Igor Sergeenko. "This region has something to be proud of, and its successes inspire optimism. The Mogilev region has demonstrated significant achievements in recent years in the economy, healthcare, agriculture, and in strengthening its material and technical base. Today, the discussion also covered the preservation of universal and historical values, the importance of maintaining unity in society, and how to further develop the socio-political system of our country.
People of different professions spoke: from heads of large enterprises and deputies to ordinary rural workers. Specific proposals were made that require solutions at the central level, and a number of issues can be resolved at the regional level and by the regional executive committee. Overall, we had a rich, constructive, and patriotic conversation."
Mogilev region will be represented by 310 delegates at the large-scale event. "Despite the fact that the last year of the five-year plan turned out to be difficult and at times unpredictable due to the global pandemic, border closures and uncertainty in the dynamics of external markets, the main sectors of the real economy of the Mogilev region are characterized by positive trends, which allowed us to approach the new five-year plan with a strengthened economy and an understanding of the directions through which we will develop further. And based on the results of 2020 alone, the Mogilev region showed the best growth rate among all regions of the country," said Ruslan Strakhar, Deputy Chairman of the Mogilev Regional Executive Committee, during his speech. "In just two weeks, an important event will take place in the life of our country. For a long time, we have been holding dialogue platforms where various ideas and proposals for the future development of the country have been discussed, which have touched upon all spheres of life."
In total, based on the results of the dialogue platforms held in the Mogilev region, 270 proposals were submitted to the organizing committee of the assembly. "A number of these proposals have already been reflected in the program for the socio-economic development of Belarus for 2021-2025, the draft of which will be discussed by delegates at the All-Belarusian People's Assembly. And our common task is to ensure that all these mechanisms laid down in the program are truly implemented and do not remain only on paper," noted Ruslan Strakhar.
During the presentation of the draft program for the socio-economic development of Belarus for 2021-2025, the Minister of Economy of Belarus Alexander Chervyakov noted that work on the new program took more than two years. "More than 100 relevant experts took part in the development of this document. This indicates that the work on the document was comprehensive and very thoughtful. The draft of the new development program is a joint document of business, science, and society. And each party has made a significant contribution to this work," emphasized the minister.
The draft development program for the upcoming five-year period consists of four main blocks. These are improving the quality of life of the population, strengthening the economic potential and digital transformation of the economy, regional development, and creating a favorable regulatory environment.
"The state will continue to maintain its social orientation in the future, with the main goal being the growth of our people's welfare. The primary focus will be on population income, prices, employment, and housing affordability. Additionally, high-tech services in healthcare and education will be prioritized. In the economic sphere, we will continue to develop the industrial potential of industry and agriculture on a new technological and digital basis. Another area of work will be the formation of new high-tech industries and enterprises," noted the Minister of Economy. "Great attention will be paid to the development and strengthening of regions. For example, in the next five-year period, it is planned to build 12 kindergartens in the Mogilev region, which will create about 2.5 thousand new places. Furthermore, two clusters will be established: biotechnology in Gorki and IT in Mogilev, with participants including representatives from the Belarusian-Russian University and the High-Tech Park. Two interregional specialized medical centers are planned to be established in Bobruisk and Osipovichi."
As noted by the Head of the Main Department for Healthcare of the Mogilev Regional Executive Committee and delegate of the VI All-Belarusian People's Congress, Alexander Starovoytov, the development of medicine in Belarus has gained good momentum, and it is important that this work does not stop. "Over the past years, we have done a lot for the development of medicine both in our region and in the country as a whole. We have a solid foundation for the further development of this sphere," noted Alexander Starovoytov. "We are paying attention to the prevention and fight against cardiovascular diseases and oncological diseases. Currently, a cardiosurgical building is under construction at the Mogilev Regional Clinical Hospital, and a cardiotreatment building together with a cardiology dispensary will be established here. A radiation therapy building is under construction at the Mogilev Regional Oncological Dispensary. Another important construction project, which was approved by the President, is the construction of an infectious diseases building at Multidisciplinary Hospital No. 1 in Mogilev. In addition, many healthcare facilities in the districts are being reconstructed. These include the Slavgorod and Cherikov hospitals, among others. We see great support from the state and the regional executive committee. Last year alone, over Br600 million was allocated, and the amount allocated for this year is no less. The healthcare budget is increasing every year. And we are pleased with this work – important and necessary healthcare facilities are appearing, and the accessibility of medical services is increasing."
According to the Minister of Labour and Social Protection, Irina Kostevich, the social sphere also needs to be modernised to implement all the set tasks. "The focus of the main provisions of the socio-economic development programme for 2021-2025 is the individual, their standard and quality of life. For happiness, a person needs a family, children, a job with decent working conditions and wages. And, of course, attention and care in old age. The main directions in the socio-economic development programme of our country for the next five-year period have been defined – these are strengthening the demographic potential, promoting effective employment, sustainable income growth, active longevity and care for the older generation," emphasised Irina Kostevich. "The priorities of our youth have changed. Now they choose education, career, and only then family. It is important to continue working on creating conditions to increase the birth rate in our country. Large families are our pride. We will work on additional measures to stimulate the birth of second and subsequent children. We must pay even more attention to our young families, and ensure decent living conditions for them."
Summing up the results of the past meeting, the Chairman of the Mogilev Regional Executive Committee, Leonid Zayats, noted that the Mogilev region has serious plans for the upcoming five-year period. "First and foremost, it is important to maintain the unity of the entire society. When people are united, it is easier to solve all problems and issues, and to work for the benefit of the region and the country. This makes it much easier to achieve the set goals of improving people's well-being and ensuring the economic growth of enterprises in the Mogilev region," emphasised Leonid Zayats. "We see reserves and good potential in industry and agriculture. There are certain aspects that need to be worked on – solving problematic issues will give another impetus for the development of the region as a whole. I would like to note that the document discussed today in Mogilev, and the directions chosen as priorities for the future development of Belarus, have been unanimously supported by the people. After all, these are the prospects of our country, a kind of beacon that citizens in all spheres will be guided by in their work."
