Eleven people registered for a personal appointment with the President’s Aide – Inspector for the Vitebsk Region, Sergey Levkovich.
Sergey Levkovich noted that many of the issues raised, although seemingly simple at first glance, require careful consideration. One of the matters addressed at the meeting concerned the legalisation of a self-built structure.
A female applicant, whose parents are divorced, approached the President’s Aide. She described a complex situation regarding a plot of land where a house was built without authorisation in the 1980s. Currently, there is an opportunity to buy out the part of the house belonging to her father. The plot, measuring four and a half hundredths of a hectare, effectively contains two houses, one of which is considered illegal and temporary.
To finalise the transaction, the existing structure needs to be legalised, which requires the construction of a fire compartment. Sergey Meshkoshkin, a member of the Council of the Republic of the National Assembly of Belarus and Head of the Vitebsk Regional Department of the Ministry of Emergency Situations, who was present at the meeting, commented on the situation, stating that the self-built house was constructed in violation of all norms and requirements.
– In the 1980s, such structures were subject to demolition due to non-compliance with fire safety clearances, – noted Sergey Meshkoshkin.
He added that there are currently options to resolve this issue. One such option is the construction of a brick fire wall instead of a fence.
– If such a wall is erected across the entire width of the adjacent bathhouse and reaches the roof ridge, the issue with the fire compartment will be resolved. In this case, the requirements for the fire separation will be met, – concluded the parliamentarian.
The President's Aide emphasized the importance of observing minimum safety standards, especially in the field of fire safety, for both the structures themselves and for neighbors. Unfortunately, many unauthorized constructions are erected without considering these requirements, which creates potential risks.
In addition, the reception discussed an issue concerning peasant farms. Sergey Levkovich urged the chairmen of district executive committees to pay more attention to supporting farmers who strive to develop agriculture and effectively use land resources. He noted the need to create systemic support for farmer organizations.
Regarding housing and communal services, which were also discussed at the reception, the President's Aide stated that citizens more frequently raise private issues than systemic problems. Nevertheless, he emphasized that issues related to the operation of housing stock, ventilation, and sewage systems remain relevant. In his opinion, specialists are quite effective in resolving these problems, although citizens always expect more.
Furthermore, Sergey Levkovich drew attention to the need to improve the condition of cemeteries and access roads to them, especially in small villages. He stressed the importance of fencing cemeteries, removing hazardous trees, and maintaining roads, which requires a systematic approach and oversight from local authorities.
