The heating season is practically over, however, utility services have no time to rest, as it is necessary to prepare the residential and industrial sectors for the cold weather. The results were analysed in detail at a regular meeting of the district executive committee. The rapporteur, Deputy Chairman of the district executive committee Alexander Shidlovsky, stated that the necessary fuel reserves were created by the beginning of the heating season, and a significant volume of preparatory work aimed at reducing the consumption of fuel and energy resources and increasing the use of local fuel types was carried out.
The teams of KUPP ZhKH "Lepel" and KUPP "Borovka" ensured the accident-free operation of all heat sources, uninterrupted fuel supply and the provision of heat energy to the housing stock, industrial premises, and social and cultural facilities.
Energy-saving technologies were implemented. All economic entities of the district reduced their energy resource consumption by 1561 tonnes of equivalent fuel in 2011. The target indicator for energy saving for 2011 was also met.
During the past heating season, 50 appeals were received, and prompt measures were taken in each case.
The debt of enterprises and organisations, as well as the population of the town and district for consumed energy resources, remains high. Meanwhile, the money not received could have been used to carry out a significant volume of work to prepare social facilities for winter.
The staffing problem also requires a solution. Utility enterprises are understaffed with management personnel and specialists, and there is a shortage of workers in low-paid professions.
It was decided to develop by June 1, 2012, and implement by October 1, 2012, organisational and technical measures to ensure stable and reliable fuel supply, energy supply to enterprises, organisations and the population, and the functioning of social sphere facilities and housing and communal services in the autumn-winter period of 2012-2013. These measures should include provisions for reducing costs and saving material and energy resources in accordance with the requirements of Directive No. 3. It is necessary to create fuel reserves at the supervised enterprises and organisations in accordance with the assigned task.
