While approving the appointment of Alexander Bykov as Chairman of the Chashniksky District Executive Committee, the President drew attention to the following: "You are in the know, you understand that it will not be easy and a significant burden will fall on the shoulders of the district executive committee chairman."
"About 10 years ago, I suggested that if things were very difficult, we could revive certain structures within district executive committees and regional committees that would handle functions previously performed by party committees: personnel, ideology, and so on. This would relieve you of some of the burden," Alexander Lukashenko explained. "Almost everyone unanimously said: no need, we can manage ourselves. You correctly understood that, of course, control would increase, as would pressure."
According to the President, he abandoned this idea, and it is not currently being considered: "I do not have it on my agenda at the present time." Practice has shown that district executive committee chairmen are coping with their duties, and they successfully implemented them during election campaigns. "The recent campaigns – both the difficult presidential one and the not-so-easy referendum one – were conducted with dignity, impressively, as I always say. The system is working, so there is no need to disrupt it or introduce any additional areas of activity and, consequently, any structures for them," said Alexander Lukashenko.
In general, the President thanked the appointed managers for taking on public service during a challenging time: "Gentlemen, I am very grateful to you for taking on public service at this difficult time, for becoming civil servants. Although you had good, stable, and necessary work for the people and the state before your appointment, it is very demanding here now. Therefore, I am grateful to you for risking to become civil servants at this time. You were already public figures before your appointment."
