Amendments to the Rules of Stay of Foreign Citizens and Stateless Persons in the Republic of Belarus have been introduced by Resolution of the Council of Ministers of Belarus of June 2, 2017, No. 412. The amendments will come into force on July 15, 2017. The document provides for the exemption of the foreigner's personal presence at the registration authority in case they have registered using an electronic form via the unified portal of electronic services. At the same time, the option of personal appearance is retained.
The amendments are related to the entry into force on July 15, 2017, of the law providing for the implementation of administrative procedures in electronic form through the unified portal (portal.gov.by). It will become a single point for submitting (withdrawing) applications for the implementation of administrative procedures, receiving administrative decisions (notifications of adopted administrative decisions), and submitting (withdrawing) administrative complaints in electronic form.
The Ministry of Internal Affairs and the National Centre for Electronic Services are currently working on organising the possibility of implementing the administrative procedure for registering temporarily staying foreigners in Belarus in electronic form on the unified portal. "Its launch on the unified portal is planned by December 31, 2017. Additional clarifications on the procedure will be prepared. Until that time, the registration of temporarily staying foreigners in Belarus will be carried out in the previously established manner," the Ministry of Internal Affairs informed.
In addition, the Ministry of Internal Affairs is working on introducing the possibility of carrying out certain other administrative procedures in electronic form on the portal in 2018. For example, procedures for issuing documents for inviting a foreign citizen or stateless person to Belarus, as well as issuing a special permit for foreigners to engage in labour activities in Belarus.
