This date became the reason for our conversation with Marina Inozemtseva, Head of the Department for Labour, Employment and Social Protection of the District Executive Committee.
– That's correct. On January 5, 1919, by a decree of the Provisional Workers' and Peasants' Government, the People's Commissariat for Social Security was established, which was entrusted with the work of organizing and implementing social support for the population.
In the history of sovereign Belarus, for the first time, the Day of Social Protection Workers began to be celebrated annually on January 5, in accordance with Decree No. 157 of the President of the Republic of Belarus of March 26, 1998, – Marina Alexandrovna began our conversation.
This significant date in our district will be celebrated by those who dedicate their strength, knowledge, experience, and attention to people in need of special support from the state.
History confirms that the social protection worker profession concentrates the best human qualities – mercy, sensitivity, compassion, readiness to respond to someone else's misfortune, kindness, and conscience.
Over more than a century of its development, the labor and social protection system of the Republic of Belarus has undergone cardinal and qualitative changes. From providing social support, primarily to the elderly and disabled, granting various benefits and allowances, it has evolved into a comprehensive, multifaceted system of measures aimed at preventing social maladjustment and developing human potential, significantly expanding the social infrastructure and range of services, broadening dialogue with social partners, and international cooperation in the field of labor relations. The modern course of social policy is characterized by increased state support for the active life position of the individual, promoting the linkage of the living standards of a working member of society with their own efforts, work results, and enterprise.
– Marina Alexandrovna, practically everyone, throughout their lives, has to find their way to your institution, which the public habitually calls "sobes" (social security office). And this often happens long before reaching retirement age…
– Our service helps in solving many life problems. The main
the task of the department's employees is to ensure compliance with legislation in the provision of rights and guarantees of social support and protection of the population by the state, and the implementation of state policy in the Lepel district on issues of labor, remuneration, employment assistance, guardianship and trusteeship for adult persons.
The wide range of issues that our employees have to deal with requires not only high professional training but also personal human qualities such as compassion, patience, and the ability to listen. It is gratifying to note that competent and enthusiastic people work here.
A total of 11 people work in the department, and all of them are dedicated to their work. On the eve of the professional holiday, I would like to express gratitude for conscientious work to our labor veterans Nadezhda Sarambayeva, Vasily Ravovoy, Olga Severina, Maria Pravilova, Alina Tukhto, Nina Volchek, Galina Stel'makh, Tamara Vasilenko, Nina Skomoroshchenko, and many others, thanks to whom we have a well-established social protection system.
– Labor protection is also under the control of your service.
– Yes, systematic work is being carried out in the district aimed at ensuring safe working conditions, strengthening labor discipline, and preventing industrial injuries.
The measures taken to improve working conditions in the organizations of the district yield positive results – the number of workplaces with harmful and (or) dangerous working conditions is systematically reduced annually.
– And how many residents of the district acquired pensioner status in 2023?
– Pension provision is a significant component of the system. There are 8427 pension recipients registered with the department. During the year, 466 pension cases were assigned, and 284 recalculations of previously assigned pension cases were made. This is a large volume of work.
The state strives to provide material support to the most socially vulnerable categories of the population by issuing state targeted social assistance, assigning family capital, ensuring social guarantees for the population, demographic security, and equal rights and opportunities for men and women.
– Care is also provided for veterans and war participants...
– There are 34 participants of the Great Patriotic War living in the Lepel district. They are our golden fund, our glory. This year we celebrate the 80th anniversary of the liberation of Belarus from the Nazi invaders. To support veterans materially andmorally, solving everyday problems is a matter of honor not only for social protection bodies, but also for all authorities, work collectives, and public organizations.
