A meeting of future delegates of the All-Belarusian People's Assembly and representatives of the Vitebsk regional organization of the RPO "Belaya Rus" was held at the regional executive committee. The participants discussed the recently released main provisions of the draft program for the socio-economic development of the Republic of Belarus for 2021–2025, and also raised some important issues of economic and social development of the Vitebsk region in an open dialogue format.
Thus, at the meeting, it was proposed to review the effect of the Council of Ministers' resolution on the creation of so-called customer services in the housing and communal services system in the regions of Vitebsk Oblast, which was the only region where it was implemented among all oblasts.
— This resolution was intended to lead to the improvement and development of the country's housing and communal services, but in fact, it created quite a few problems. Both the city, district centers, and rural councils of the oblast have already felt them, — noted Vladimir Belevich, Chairman of the City Council of Deputies. — Local executive and administrative bodies have essentially lost the ability to influence the current situation, even if emergency situations have occurred somewhere. All applications must go only through the customer service, where a tender must be held for the execution of any type of work. And the permissible period for organizing this procedure is one month. The resolution itself, of course, has the right to exist, but only on the condition of 100% allocation of funds under the item "Current improvement and maintenance of settlements".
Vladimir Tereniev, Chairman of the Regional Council of Deputies and the regional organization of the RPO "Belaya Rus", noted that rural schools show quite strong results in various olympiads. For example, a student from Ushachi Secondary School took 1st place in chemistry and scored 92 points. The best representative from Vitebsk in the same subject has significantly fewer points.
— Therefore, the initiative of Konstantin Kiselev, director of Vitebsk Gymnasium No. 2, to create a regional gymnasium in the city where gifted children from district and rural schools will be educated, should be implemented, — believes Vladimir Vladimirovich. — Time has shown that the decision to close the school for gifted children in Luzhesno was a mistake. After all, district schools cannot always fully reveal the potential of young talents.
Other pressing issues were also raised at the meeting. For example, the head of the administration of the Pervomaysky District, Nikolai Orlov, inquired about when at least one faculty would appear in the region to train specialists in housing and communal services.
