State youth policy is a system of social, economic, political, organizational, legal, and other measures aimed at supporting young citizens and implemented by the state for the social formation and development of youth, and the fullest realization of its potential in the interests of the entire society.
Youth is a strategic resource for the country's development, and all issues related to the lives of young people fall within the sphere of national-state interests.
As of January 1, 2025, there are 5,748 people aged 14 to 31 living in Lepel district (19% of the total population). The number of working youth is about 2,000 people.
Children's and youth public associations operate in the district.
- Lepel district organization of the public association "Belarusian Republican Pioneer Organization" (over 2,000 members);
- Lepel district organization of the public association "BRSM" (1,288 members);
- Lepel district branch of the Belarusian Youth Public Association of Rescuers-Firefighters (about 50 members).
- Solving the problems that concern youth is an integral part of state policy in the field of socio-economic, cultural, and national development of the country. State youth policy is a system of social, economic, political, organizational, legal, and other measures aimed at supporting young citizens and implemented by the state for the social formation and development of youth, and the fullest realization of its potential in the interests of the entire society.
- Young family is a family in which both or one of the spouses (a parent in a single-parent family) is under thirty-one years of age; Young citizens are citizens of the Republic of Belarus, foreign citizens, and stateless persons permanently residing in the Republic of Belarus, aged 14 to 31.
- The goals of state youth policy are: - comprehensive education of youth, promotion of its spiritual, moral, and physical development; - creation of conditions for the free and effective participation of youth in the political, social, economic, and cultural development of society; - social, material, legal, and other support for youth; - expansion of opportunities for youth in choosing their life path.
State youth policy is based on the principles of:
- protection of the rights and legitimate interests of youth;
- combination of state, public interests, rights, and freedoms of the individual in the formation and implementation of state youth policy;
- provision of legal and socio-economic guarantees for youth, compensating for age-related limitations of their social status;
- scientific substantiation and complexity;
- publicity;
- involving youth in the direct participation in the formation and implementation of state youth policy;
- priority of competitive mechanisms in the implementation of programs in the sphere of state youth policy.
The subjects of state youth policy are:
- youth;
- young families;
- youth public associations;
- state bodies and other organizations participating within their competence in the implementation of state youth policy.
State regulation and management in the sphere of state youth policy are carried out by the President of the Republic of Belarus, the Council of Ministers of the Republic of Belarus, the republican body of state administration responsible for the implementation of state youth policy, local councils of deputies, local executive and administrative bodies, and other state bodies in accordance with their competence.
The main directions of state youth policy are:
- civic and patriotic education of youth;
- promotion of a healthy lifestyle for youth;
- state support for young families;
- promotion of the realization of youth's right to work;
- state support for youth in obtaining education;
- state support for talented and gifted youth;
- promotion of the realization of youth's right to association;
- promotion of the development and realization of socially significant youth initiatives;
- international youth cooperation.
Youth participate in the formation and implementation of state youth policy through socially significant initiatives, appeals to state bodies and other organizations, interaction of youth public associations with the mentioned bodies and organizations, as well as in other forms.
