"We agreed earlier (last year, I believe) that the vertical structure of the MES needed reform. I would say, improvement. Like any other structure. Nothing new in this regard. We simply cannot stand still. You can't stop life," the President said. - Then I instructed the government and the State Secretariat to work on the minister's proposals. Therefore, the topic of our narrow-format meeting today is what has been achieved." 

Alexander Lukashenko stressed that substantial modernisation should take place. "Not just drawing boxes: this person here, that person there," he noted. - We agreed to create an interdepartmental group. What has been achieved?" 

One of the topics of the meeting is the armament of some MES employees, so that in case of conflict or military actions, they could be involved for military purposes on an equal footing with the army and be a part of the security bloc in the full sense of the word. 

"We need to approach reform reasonably and thoughtfully. Not to remove some functions and tie the hands of the ministry, which will not be able to fulfil its obligations. We need to remove functions that have become obsolete and are not needed. So that people do not resent that they are sent where they should and should not go, and the number of fires has not decreased. And in other areas," the head of state warned. 

According to the President, in this regard, it is necessary to assess the effectiveness of the entire modernisation. "And there were a number of instructions and questions during the appointment. They were voiced. What has been done regarding my instructions? - the Belarusian leader inquired. - How have you settled in, Vadim Ivanovich (Head of the MES Vadim Sinyavsky. - BELTA's note), have the MES employees accepted you, is there any jealousy, resentment, or anything else that we appointed a person from another structure there (before his appointment to the MES, Vadim Sinyavsky served as Head of the Internal Affairs Directorate of the Grodno Regional Executive Committee. - BELTA's note). I think this is a good experience. And if it works out, we will practice it in other areas," said Alexander Lukashenko.

As reported by Vadim Sinyavsky, in 2021, by the instruction of the President, measures were implemented to reform the structure and system of the Ministry of Emergency Situations. "A new staffing table for the central apparatus of the Ministry of Emergency Situations has been approved. A set of corresponding organizational and staffing measures is being carried out. An unscheduled attestation of employees and their appointment to positions have been conducted. Frankly speaking, we have removed some people," the minister said.

"Those who cannot work, they should not be working there," the President noted.

"Precisely so," the head of the Ministry of Emergency Situations replied.
