The legislative support for further liberalization of business conditions was discussed by members of the Standing Commission of the House of Representatives on Budget and Finance and representatives of local authorities and businesses at an off-site meeting of the parliamentary commission in Orsha, BELTA correspondent reports.
Commission members familiarized themselves with the practice of applying budget and tax legislation norms using the example of this city. Orsha is a major industrial center with high business activity of small and medium-sized businesses and the interest of local self-government bodies in increasing budget revenue and improving expenditure efficiency. In addition, as in the entire Vitebsk region, socio-economic development is actively underway here, explained the choice of the meeting venue by the Chairperson of the Standing Commission, Lyudmila Dobrynina. "The off-site format of work allows deputies to directly study issues related to the interaction between participants in the budget process, the efficiency of budget funds use, as well as legislative support for further liberalization of business conditions by improving the tax and budget systems of Belarus," she emphasized.
At the meeting, deputies were interested in the procedure for forming local budgets, the main problems and prospects for the development of the social sphere, and the assessment by representatives of local authorities and businesses of the effectiveness of measures taken by the state to stimulate entrepreneurship. The deputies' interest also extended to the need to bring national accounting standards closer to international financial reporting standards, and the main directions for improving accounting and reporting.
Representatives of Orsha's business circles drew the deputies' attention to the need for further unification of legislative acts with neighboring countries, particularly with Ukraine, and also made proposals to the draft law on investments, which is under consideration by the deputies.
As Lyudmila Dobrynina emphasized, holding off-site extended meetings of the Standing Commission on Budget and Finance will be practiced in the future, as it contributes to targeted work on improving tax and budget legislation. The meeting was attended by the leadership of the city executive committee, representatives of the city tax inspectorate, the local branch of OJSC "ASB Belarusbank", and small and medium-sized businesses. -0-
