During the All-Russian meeting of Rosstandart's subordinate organisations, held on the sidelines of the international metrology forum and exhibition "Metrology Without Borders" in Moscow, the Chairperson of Gosstandart, Elena Morgunova, described what, in her opinion, underpins Belarusian-Russian cooperation in the field of standardisation and metrology. BELTA was informed of the details by the press service of the State Committee for Standardisation.
Characterising the joint projects of Gosstandart and Rosstandart, their current status and prospects, Elena Morgunova paid special attention to the fact that cooperation is based not only on official documents regulating the procedure of interaction, but primarily on the commonality of goals and development strategies of the two countries in these areas. "Rosstandart is our closest and key partner," she emphasised.
At the same time, it should be acknowledged that in recent years, interaction has reached a new level, including on the platform of the Union State. Among the implemented projects, the head of Gosstandart named the integration of information funds in the field of measurement uniformity assurance, for the finalisation of which an international treaty will be prepared this year.
For 2025, with the involvement of the national academies of sciences of the two countries, it is also planned to assess the completeness and sufficiency of the Union State's reference base for the scientific and technological development of the "two". The outcome will be a decision on the expediency of creating or improving state standards to ensure measurement uniformity and reliable measurement results of the latest technical means and technologies developed within the framework of the action plan for the implementation of the first stage (2025-2030) of the Union State's scientific and technological development strategy until 2035.
It was noted that among the tasks for this year is the preparation of a program for the development of standards for the implementation of scientific and technical projects or programs within the priorities of the scientific and technological development of the Union State. This concerns innovative mechanical engineering, mechanical engineering equipment and technologies, intelligent instrument engineering, digital technologies, artificial intelligence, and technologies in the field of renewable and non-renewable energy sources. "In these areas, we need to intensify and coordinate our work. To this end, online consultations of relevant specialists should be held in the near future, and deadlines and stages for the implementation of measures should be established," proposed Elena Morgunova.
The speaker separately focused on such a relevant joint project as the creation of unified standards for the Union State. The interaction of the technical committees for standardization of Belarus with the technical committees of Russia has created a good basis for it. To give Union standards such a status, the State Committee for Standardization has prepared a draft decree of the Supreme State Council of the Union State, which will be sent to Rosstandart for consideration in the near future.
In general, the base of bilateral cooperation between the State Committee for Standardization and Rosstandart includes about three dozen documents. It is significant that relations are developing not only at the level of departments but also of subordinate organizations. The areas of interaction and transfer of best practices for the development of cross-border cooperation, interlaboratory comparisons, digitalization of metrological services, and training are also expanding.
"Strengthening cooperation in standardization and metrology between Belarus and Russia plays a key role in the economic integration of the two states, improving the business environment, and increasing the competitiveness of manufactured goods in the international market," concluded Elena Morgunova.
The meeting was attended by representatives of the Ministry of Industry and Trade of Russia and Roskachestvo, heads of Rosstandart (Federal Agency for Technical Regulation and Metrology) and its subordinate organizations.
