Anatoly Vankovich, Deputy Chairman of the House of Representatives Standing Committee on National Security, informed a BELTA correspondent about this. The creation of a population register in Belarus is stipulated by a law adopted in July 2008. According to the document, it was envisaged to form a centralized database of personal data of individuals and develop an automated information system for its maintenance. A number of state bodies, local executive and administrative bodies, general courts, civil registration authorities, and military commissariats are authorized to enter personal data of individuals into the register. "According to the law, both citizens and state bodies, notaries, and other organizations will be able to use information from the register," said the deputy. He explained that the register was planned to be created by 2011, and this date is fixed in the law. However, in the context of the global financial crisis, work on its formation and the acquisition of necessary equipment at the expense of the republican budget were suspended. "During the crisis, Belarus had to revise its expenses, and, naturally, they were redistributed to fulfill social programs first and foremost. And the work on creating the register was not fully funded," noted Anatoly Vankovich. Now it is planned to extend the implementation period of the Law "On the Population Register" by two years: from 2011 to 2013. A draft law has been prepared to make the relevant changes, which is currently under consideration by the House of Representatives Standing Committee on National Security. The parliamentarian said that the committee is also preparing another new draft law for discussion in the Oval Hall - on amendments and additions to the Law "On Internal Affairs Bodies of the Republic of Belarus". In particular, one of the significant amendments concerns criminal executive inspectorates. It is proposed to include them in the internal affairs bodies of public security police, excluding them from the list of bodies and institutions of the criminal executive system of the Ministry of Internal Affairs. In general, the draft law has been prepared for further improvement of the activities of internal affairs bodies and is part of a set of measures for their reorganization. -0-
