New types of technical regulatory legal acts – construction norms and rules – are being introduced in Belarus. The corresponding Decree No. 217 was signed by the President of Belarus, Alexander Lukashenko, on June 5, BELTA was informed by the press service of the Belarusian leader.
The new documents will be developed and approved to create a progressive system of technical regulation in the country, and to transition to flexible and simplified design standards, allowing the application of modern technologies, solutions, and materials in construction.
The Decree defines that the Construction Norms of Belarus (CNB) are mandatory safety requirements for buildings and structures. Construction Rules of Belarus (CRB) are methods for achieving construction norms and will be applied on a voluntary basis.
The aforementioned documents will be approved by the Ministry of Architecture and Construction after coordination with the Interdepartmental Council, established by the Council of Ministers. Construction norms are to be approved by January 1, 2020, after which the Ministry of Architecture and Construction will determine the rules.
Technical regulatory legal acts of other state bodies, in the part establishing mandatory requirements for the design and construction of facilities, are subject to repeal upon the entry into force of the CNB and CRB.
A transition period is provided for design documentation under development and for facilities whose construction began before the entry into force of the CNB and CRB.
