On January 31, President of Belarus Alexander Lukashenko signed Decree No. 46 "On the Peculiarities of Construction and Acceptance of Facilities into Operation". In accordance with the document, the construction of facilities classified as fourth and fifth complexity classes (according to the classification established by the construction norms of Belarus) by legal entities is significantly simplified. This was reported to BELTA by the Press Service of the Head of State.
The acceptance into operation of such facilities, erected according to repeatedly used projects or projects that have passed state construction expertise, will be carried out solely on the basis of the conclusion of the state construction supervision authorities, without obtaining conclusions from other supervisory bodies.
Customers are granted the right to construct (erect, reconstruct, modernise) the specified facilities based on drawings sufficient to confirm compliance with safety requirements, and a design sketch approved by the architecture department of the local executive committee.
The composition and scope of the necessary drawings are determined by the customer independently. The procedure for approving the design sketch and its composition will be established by the government.
The decree eliminates the need to obtain permits, develop pre-project and project documentation, and conduct their expertise (construction, environmental, and others).
The main conditions for applying the simplified construction procedure are the availability of a land plot provided to the customer in the established manner, and the purpose of the facility under construction must comply with the approved master plan for the development of the territory.
In order to ensure the safety of the facilities under construction, the decree provides for a special procedure for their acceptance into operation, including taking into account the requirements of environmental and fire safety, and construction norms.
The provisions of the decree regarding the simplified procedure for accepting facilities into operation shall enter into force after its official publication.
