This opinion was expressed today to journalists by Anatoly Kalinin, Deputy Prime Minister of Belarus, during his visit to the Large-Panel House-Building Plant of RUP "Vitebsk DSK", as reported by a BELTA correspondent.
"The heads of construction complex enterprises should conduct a thorough analysis of their cost systems (energy, resource, material intensity), examine efficiency, and evaluate their own performance," said Anatoly Kalinin, emphasizing that there are already many positive examples among construction complex enterprises in Belarus, and this experience should be disseminated.
Regarding the purpose of his trip to the Vitebsk region, the Deputy Prime Minister noted that it is linked to the need to familiarize himself with the work of construction complex enterprises and public utility enterprises across all sectors – road, road transport, etc. A visit to more than 10 enterprises in the region is planned, including OJSC "Dolomit" and the Vitebsk River Port. "Our task is to understand the situation and the problems that exist in these sectors and to provide effective assistance. The insights gained will allow us to make the right management decisions at the government level," noted Anatoly Kalinin, adding that the group currently in the Vitebsk region also includes Anatoly Nichkasov, Minister of Architecture and Construction, and other specialists from the Council of Ministers.
Among the first enterprises visited today by the working group in Novopolotsk were "Stroitelno-Montazhny Trest No. 16, g. Novopolotsk", PRUP "Novopolotskzhelezobeton", and one of the city's road transport enterprises. "The first two enterprises did not make a great positive impression, while the third one left positive emotions, so we recommended that the management of the previous enterprises focus on its economics, strategy, marketing, and management," shared Anatoly Kalinin his impressions. He also pointed out that top management is involved in analysis at most enterprises. "Speaking of line workers, those who build and multiply the economy, unfortunately, they participate to a lesser extent in the analysis," stated the Deputy Prime Minister.
In his opinion, the heads of construction enterprises should also consider the living conditions of factory workers. "There are serious shortcomings in this regard. First and foremost, it is necessary to provide our workers with everything they need, and in the work itself – fundamental technological, production, financial, and labor discipline. This is what we must provide, on the one hand, and demand, on the other," said Anatoly Kalinin, emphasizing that the result depends on each employee in the team, but to a greater extent on the management of the leader and their team.
The Deputy Prime Minister also noted that the potential in the Belarusian construction sector, developed over the previous two five-year periods, is enormous. Significant technical re-equipment has been carried out at all production and industrial enterprises of the construction sector. "This year, we have to complete the modernization of several house-building plants. Thus, we will have a powerful complex of house-building plants," stated Anatoly Kalinin. In conclusion, he expressed confidence that, despite the reduction in budget funding for construction this year, the order portfolio in 2013 will be significantly larger. -0-
