5 March, Vitebsk /Diana Kurilo - BELTA/. Construction of the first rental apartment building has commenced in Vitebsk, as reported to BELTA correspondent by Mikhail Meshko, Director of the Municipal Unitary Enterprise "Capital Construction of Vitebsk City".

The ten-storey, 120-apartment residential building is being erected in the new Bilevo-3 microdistrict. The contractor for the works is the Republican Unitary Enterprise "Vitebsk DSK", which is scheduled to hand over the facility to the customer – MUE "Capital Construction of Vitebsk City" – in December 2013.

The construction of the first rental apartment building in Vitebsk is included in the regional investment programme. It is planned to allocate Br16 billion for these purposes. Citizens registered as in need of housing will have priority in applying for rental apartments. Currently, almost 32,000 people are on the waiting list for housing improvement in Vitebsk.

As reported by the Vitebsk City Executive Committee, in accordance with Decree No. 512 of 8 November 2011 "On Certain Issues of State Housing Fund Utilisation", the Vitebsk City Executive Committee has established a fund of commercial-use residential premises from among vacant and vacated state housing fund units, for provision to citizens for a fee on a temporary ownership and usage basis under a lease agreement for a term not exceeding five years. There are about two dozen such apartments in the regional centre. Citizens registered as in need of housing improvement, as well as those not registered, are eligible to receive commercial-use residential premises. However, citizens registered as in need of housing improvement have preferential right to receive commercial-use residential premises, in order of priority based on the date of their registration as in need of housing improvement. The rental cost of housing from the Vitebsk City Executive Committee depends on the area of the dwelling, but the average price is about half a million per month, and also includes utility payments.-0-
