The procedure for paying export duties on oil products was agreed today in Vitebsk by the customs services of Belarus and Russia, a BELTA correspondent reports. The protocol on amendments to the agreement on the procedure for payment and crediting of export customs duties (other duties, taxes, levies with equivalent effect) when exporting crude oil and certain categories of goods produced from oil from the territory of Belarus outside the customs territory of the Customs Union was signed today in Vitebsk by the Chairman of the State Customs Committee of Belarus, Alexander Shpilevsky, and the Head of the Federal Customs Service of the Russian Federation, Andrey Belyaninov. Answering a question from a BELTA correspondent about the essence of the amendments, Alexander Shpilevsky quoted one of the articles of the protocol: "the refund to the taxpayer of amounts of overpaid (over-collected) export customs duties, penalties is carried out from the account of the authorized body of Belarus on the current day within the limits of the amounts of export customs duties, penalties received by the authorized body on that day, taking into account the amounts of refund of export customs duties, penalties not accepted by the National Bank of Belarus for execution on the reporting day." "This concerns the procedure for collecting and refunding amounts collected by the Belarusian customs. The essence is that over-collected duties are transferred to the account of the Russian Federation by the authorized body," explained the head of the customs service. A meeting of the joint board of customs services of the member states of the Customs Union of Belarus, Russia and Kazakhstan was held today in Vitebsk.
