The Central Election Commission of Belarus has published the calendar plan for the 2012 parliamentary elections.

The Central Election Commission of the Republic of Belarus for Elections and National Referendums has posted two calendar plans on its website – for the elections to the House of Representatives and the Council of the Republic of the National Assembly of the fifth convocation, BELTA reports.
According to the plan of organizational measures for the preparation and holding of elections to the House of Representatives, the nomination of representatives to the district election commissions will begin no later than July 6. Political parties and other republican public associations, work collectives, and citizens can nominate their representatives to the district election commissions. To do this, it is necessary to submit an application to the bodies forming the commissions. These are the presidiums of the regional, Minsk city Councils of Deputies and the regional, Minsk city executive committees. They must complete the formation of district commissions by July 9 inclusive.
No later than July 21, polling stations must be established in Belarus. Polling station election commissions will be formed no later than August 8. Political parties and other republican public associations, work collectives, and citizens nominate their representatives to these commissions no later than August 5 inclusive. The procedure is the same as for district commissions – by submitting an application. However, the applications should be submitted to the district, city executive committees, local administrations, as well as heads of diplomatic missions and consular institutions, if it concerns polling stations established abroad.
No later than July 10, local executive and administrative bodies must determine the locations for pickets for the purpose of collecting signatures for a candidate for deputy of the House of Representatives. The nomination of candidates for deputy seats will take place from July 15 to August 13 inclusive. Those intending to run for the lower house of parliament must submit a list of members of their initiative group and an application for its registration to the relevant district election commission no later than July 19.
District election commissions will register candidates for deputies of the House of Representatives from August 14 to August 23. Within two days thereafter, registration certificates will be issued.
From the day of registration until September 22, election campaigning will start in Belarus. After registering the candidates, the district election commissions will hold a draw among them the next day to determine the date and time of their speeches on state radio and television.
Candidates for deputy who open a special account in one of the branches of OJSC "Savings Bank "Belarusbank" for additional financing of their election campaign will be required to regularly submit reports on receipts and expenditures to the district election commissions. The first report must be submitted no earlier than 15 days and no later than 10 days before election day, i.e., from September 7 to September 12. The final report will be expected by the district commissions no later than September 27. Information on the status of election accounts of candidates for deputy will be regularly published in the media. Within three days after the elections, i.e., by September 25, the candidate will be obliged to return unspent funds to citizens and legal entities who voluntarily sponsored their election campaign.
In accordance with the election calendar, voters will be notified of the time and place of the elections no later than September 12. Early voting will be possible from September 18 to September 22. On the following day, September 23, the main voting will take place.
Reports on election results for each constituency will be sent to the press no later than the fifth day after the main voting, i.e., by September 28. The list of deputies of the House of Representatives will be published no later than three days from the date of the election results being established.
A second round of voting, if necessary, will be held in the country no later than October 7.
As for the elections to the Council of the Republic of the National Assembly of Belarus of the fifth convocation, they will be held from June 30 to September 30. Candidates will be nominated from August 2 to August 31 by the presidiums of district councils of deputies, city councils of deputies in cities of regional subordination, and district and city executive committees, as well as the Minsk City Council of Deputies and the Minsk City Executive Committee. The Central Election Commission will register candidates for the position of senator from September 1 to September 5 and will transmit the relevant information to the media no later than the fourth day after that.
Meetings of deputies of local councils of the basic level, at which elections of members of the Council of the Republic will be held, will take place in each region and in Minsk from September 6 to September 25. The results of the elections to the Council of the Republic will be summarised no later than October 5. After registration as members of the Council of the Republic, senators will be issued certificates of election. -0-
