The activities of the district executive committee's information and propaganda groups allow representatives of local authorities to thoroughly and constructively cover a range of important topics, help to become acquainted with pressing public concerns, and outline specific ways to resolve them. Recent meetings of the district executive committee's information and propaganda groups with work collectives of several institutions and urban organisations were also fruitful. A group led by the Chairman of the District Executive Committee, Boris Yafremov, met with employees of the healthcare institution "Lepel Regional Psychiatric Hospital". A meeting with employees of DUKBP "Lepel PMK-75" was held by a group led by the Deputy Chairman of the District Executive Committee, Vitaly Dmitriev. The state institution "Lepel District Centre for Hygiene and Epidemiology" hosted a group led by the Deputy Chairman of the District Executive Committee, Nikolai Nikitin. A group headed by the Chairman of the District Council of Deputies, Nikolai Misyur, met with residents of the Pyshnyansky rural council, and a group led by the Head of the Finance Department of the District Executive Committee, Svetlana Anishko, visited the branch of RVU "Lepelraygaz".
The meetings of the information and propaganda group representatives were dedicated to the topic "Problematic Issues of the Operational Situation within Law Enforcement Agencies in the Lepel District. The Most Common Methods and Means of Self-Defence Against Unlawful Attacks During Theft."
Thus, over the past seven months of the current year, a decrease in the crime rate has been noted in the Lepel District. Across all services, a decrease in crimes from 238 to 219 has been registered (a decrease of six percent), with a rate of 64.6 per ten thousand population (the region is 58.9). In the criminal investigation line, a decrease from 181 crimes to 148 has been registered (a decrease of 18.2 percent). The number of grave and particularly grave crimes has increased from eight to nine.
Employees of internal affairs bodies are taking numerous preventive measures, but this has not helped to prevent an increase in murders from one to two, an increase in grievous bodily harm from zero to four, one rape committed, an increase in hooliganism from two to four, an increase in fraud from zero to four, and robberies from two to three.
The situation regarding the number of road traffic accidents is also not very favourable. Over the first seven months of the current year, 13 road traffic accidents occurred within the territory of Lepel district, resulting in six fatalities and twelve injuries. Compared to the same period last year, the number of accidents increased from six to thirteen, the number of fatalities from two to six, and the number of injured persons from nine to twelve. A true tragedy was the road traffic accidents in which four residents of Minsk city, suspected of drug-related crimes, died; this summer, a nine-year-old boy was killed by a car.
Practically half of all committed crimes are thefts (116). Last year, there were 143 such incidents, with only 71.4 percent solved. The majority of thefts were from residential properties – 79, with 18 street thefts registered. In rural areas, 50 thefts were committed, and in the city of Lepel – 47. Thefts committed through free access amounted to 67, from state-owned properties – 37, and private properties – 62.
In most cases, thieves target money, mobile phones, and bicycles (67 percent of all stolen items). 23 thefts were committed by individuals under the influence of alcohol, forty by individuals with prior convictions, twelve by groups of individuals, and 29 thefts occurred in public places.
The most common type of theft is pickpocketing. This is the clandestine theft of property, punishable depending on the severity of the crime, ranging from a minimum penalty of a fine or imprisonment for up to twelve years with confiscation of property.
Following the speeches by members of the information and propaganda groups, attendees approached them with pressing questions. In particular, citizens were interested in the responsibility for growing poppies in their yards.
As noted by Yevgeny Kazhan, Senior Operative Officer of the Drug Control and Human Trafficking Counteraction Department of the Lepel District Department of Internal Affairs, administrative responsibility is provided for growing poppies. The offender will be fined up to twenty base units.
Participants of the information and propaganda groups also raised a number of questions, to which we received answers from the Deputy Chairman of the District Executive Committee, Alexander Shidlovsky. For example, residents of Lepel are interested in whether the sidewalk on Ulyanka Street is planned to be equipped, when traffic lights will be installed in the city, whether a "Euroopt" store will be built in Lepel, as well as when Internatsionalnaya Street and Borisovsky Trakt will be asphalted, and whether the construction of a swimming pool on Voykova Street, opposite the district internal affairs department building, is planned.
We received answers to the raised questions from the Chairman of the District Executive Committee, Alexander Shidlovsky, who replied that sidewalk construction work is planned for Ulyanka Street in the future. In addition, according to the general development plan, a road will be built connecting Voykova Street and Ulyanka Street.
The installation of traffic lights is planned on Chuykova Street, along which a hundred-apartment building is being constructed.
Regarding the construction of the "Euroopt" store, Alexander Shidlovsky reported the following: an auction was recently held, in which four large enterprises participated, including "Euroopt". After the bidding, the right to erect a large shopping center on Chuykova Street was awarded to a construction and investment company from Minsk. Which enterprise will be located in the new shopping center will be shown by time.
Internatsionalnaya Street has been asphalted and its markings have been made. Borisovsky Trakt will be asphalted, and gas pipeline laying work is planned.
Currently, design and invention work is underway for the construction of a swimming pool. 500 million rubles have already been allocated for construction work, of which one hundred million has already been utilized.
