He noted that Decree No. 506 "On the Development of the Orsha District of the Vitebsk Region," which includes 18 major blocks, was meticulously worked out with the participation of all interested departments under the auspices of the Ministry of Economy. "The final version of the document reflects the development program for the Orsha region until 2023, includes all the fundamental aspects that we wanted to see in it, and contains a detailed set of effective diverse measures, the implementation of which will give impetus to the development of the district and allow it to reach a completely new socio-economic level," emphasized Igor Isachenko.
The Chairman of the District Executive Committee added that performance indicator targets have been set for each area for each year. "Ultimately, by the completion date of the program in 2023, we should reach indicators above the regional average. Intensive joint work at the level of all government structures and authorities is ahead," he concluded.
A certain foundation for achieving the set goals was laid in 2018, the head of the district added, citing the agro-industrial complex as an example. In particular, the large-scale reconstruction of the meat processing plant and the construction of three large dairy farms have begun in the district. The construction of another one is planned to commence this year. Design and estimate documentation is being developed for a pig breeding complex for 5,000 head in Goryany. The complex of autumn field works for the new harvest has been successfully completed.
The decree on the development of the Orsha district is aimed at creating conditions for the comprehensive socio-economic development of the region, improving the quality and standard of living of the population, stimulating entrepreneurship, and increasing local budget revenues. The document provides for a number of economic, financial, tax, administrative, and incentive measures that contribute to solving the key problems of the district. The most effective of these will subsequently be extended to other regions of the republic and will form the basis of a comprehensive action plan for their development.
