10 April, Minsk /BELTA/. The composition of the working group for the preparation and holding of the republican subbotnik has been approved. This year it will be held on April 20. This date has been determined by Resolution of the Council of Ministers No. 275 of April 9 of the current year, BELTA was informed by the press service of the Belarusian government.
The head of the working group is Deputy Prime Minister Petr Prokopovich, and the deputies of the head are Minister of Health Vasily Zharko and Minister of Economy Nikolai Snopkov. The resolution notes that it is necessary to create working groups in regions, cities, districts, and organizations for the preparation and holding of the republican subbotnik, taking into account the participation of citizens on a voluntary basis only.
In connection with the declaration of 2013 as the Year of Thrift and in order to ensure the most effective and rational use of natural, fuel and energy, material and labor resources, to foster thrift and efficiency among citizens, as well as to support proposals from work collectives of organizations and local executive and administrative bodies on holding a republican subbotnik, it is recommended that republican government bodies and other state organizations subordinate to the government, local executive and administrative bodies, and other organizations voluntarily hold a republican subbotnik on April 20 at their workplaces or carry out landscaping and put in proper order the territories of settlements, memorial complexes, places of military glory and burial places of soldiers and partisans of the Great Patriotic War, as well as prepare children's health camps for the summer season.
Funds earned from workplaces on the day of the republican subbotnik, in amounts determined by the employees, including employees whose activities are not related to the production of goods (works) or the provision of paid services, are voluntarily transferred through district and city executive committees to regional executive committees and the Minsk City Executive Committee. Regional executive committees and the Minsk City Executive Committee transfer 50% of the received funds to the Ministry of Finance, and 50% remain at the disposal of the regional executive committees and the Minsk City Executive Committee and are directed towards the preparation of health resorts for the summer season, including the development and strengthening of their material and technical base, as well as the implementation of measures included in the republican and regional action plans for holding the Year of Thrift in 2013. 50% of the funds earned from the republican subbotnik and transferred to the Ministry of Finance are directed to the Ministry of Health for the purchase of special ambulances (emergency) with a full set of medical equipment and other necessary equipment for resuscitation measures.
When non-profit organizations participate in the republican subbotnik, by decision of the employee collectives of these organizations, funds can be transferred in amounts determined voluntarily by the employee collectives themselves, in accordance with the procedure established by the Ministry of Finance.
Employers shall withhold funds from the wages of employees for whom April 20 is a working day, on a voluntary basis in amounts determined by the employee collectives themselves.
The Ministry of Transport and Communications, regional executive committees, and the Minsk City Executive Committee have been instructed to ensure the uninterrupted operation of passenger transport on April 20.-0-
