"To designate the Ministry of Natural Resources and Environmental Protection as the customer-coordinator of the state programme," the document states. Also among the customers of the programme are: the Office of the President of Belarus, the Ministry of Architecture and Construction, the Ministry of Health, the Ministry of Forestry, the Ministry of Education, the Ministry of Transport and Communications, the Ministry of Emergency Situations, the State Property Committee, the National Academy of Sciences, regional executive committees and the Minsk City Executive Committee. Personal responsibility for the timely and high-quality implementation of the programme is assigned to the heads of these bodies.

The customers, within their competence, take measures to implement the state programme and control the targeted and effective use of funds. At the same time, they submit reports to the customer-coordinator of the state programme quarterly by the 10th day of the month following the reporting quarter.
