The customer for the public discussion of the environmental impact assessment report for the facility "Project for the development and reclamation of the southeastern part of the sand and gravel mixture deposit "Borovka" in Lepel district of Vitebsk region" (hereinafter referred to as the Facility) is the open joint-stock company "Road Construction Trust No. 1, Vitebsk" (210026, Vitebsk city, Suvorova street, 16, e-mail: dst1@dst-1.by, tel/fax +375 (21) 237 45 61).

The purpose of the project development is to ensure the environmental safety of the planned activities, taking into account the possible consequences for environmental protection and the rational use of natural resources, as well as related socio-economic consequences, and other environmental impacts of the planned activities, including the health and safety of the population, fauna, flora, land (including soil), subsoil, atmospheric air, water resources, climate, landscape, specially and (or) exclusively protected natural areas, as well as historical and cultural heritage sites, and (if any) the interrelationships between these consequences.

The basis for the project development is to provide the enterprise with production raw materials for the performance of its main functions and tasks, as well as to supply construction sites in Lepel district with local building materials.

The project provides for economic activities, which consist of the development and reclamation of the southeastern part of the sand and gravel mixture deposit "Borovka" in Lepel district of Vitebsk region.

The development of the deposit includes the following types of work: mining and capital works, and mining preparation works; overburden removal and spoil heap works; extraction works; reclamation of disturbed land.

Prior to the commencement of extraction works at the quarry, the following types of work are planned: clearing the area of forest and sparse woodland; preparation of areas for temporary spoil heaps; initial overburden removal; construction of an access road into the quarry.

The Borovka sand and gravel deposit is located in the Lepel district of the Vitebsk region, 0.6 km west of the village of Bor. The district centre, the town of Lepel, is situated 12 km southwest of the deposit. The deposit occupies lands of the Kamensky forestry of the State Forestry Institution "Lepelsky Leskhoz".

The planned activity for the object is scheduled to commence in 2019.

The period for public discussion of the project is from December 17, 2018 to January 15, 2019 (inclusive). Public proposals and comments are accepted throughout the entire period of public discussion.
