Purpose and justification of the planned activity:
The purpose of the strategic environmental assessment of the object "Scheme of green areas for general use of Lepel town" is to ensure the consideration and integration of environmental factors in the process of developing urban planning documentation, including decision-making, in support of environmentally sound and sustainable development.
The objectives of developing the urban planning project "Scheme of green areas for general use of Lepel town" are:
– survey and compilation of a list of green areas for general use;
– calculation of the provision of green areas for general use for the population, taking into account the projected population size;
– compilation of a plan for green areas for general use;
– establishment of urban planning regulations for the use of green areas for general use, taking into account the regulations of the current master plan.
The urban planning project of special planning "Scheme of green areas for general use of Lepel town" is developed in implementation of the measures for the realisation of the Law of the Republic of Belarus of 14.06.2003 No. 205-Z "On the flora" and for the purpose of implementing the urban planning project of general planning "Master plan of Lepel town", approved by the decision of the Lepel District Council of Deputies of 27 November 2018 No. 32, in terms of developing a scheme of green areas for general use.
In accordance with clause 1.2 of Article 6 of the Law of the Republic of Belarus of 18.07.2016 No. 399-Z "On State Environmental Expertise, Strategic Environmental Assessment and Environmental Impact Assessment", the urban planning project "Scheme of green areas for general use of Lepel town" is an object of strategic environmental assessment (hereinafter referred to as SEA).
In accordance with clause 13.4 of the Regulation on the procedure for conducting strategic environmental assessment, requirements for the composition
environmental report on strategic environmental assessment, requirements for specialists conducting strategic environmental assessment, approved by the Resolution of the Council of Ministers of the Republic of Belarus of 19.01.2017 No. 47, the SEA procedure includes public discussions of the environmental report on SEA.
Location: Territory of the city of Lepel
Information on the decision to be taken regarding the planning document and the public authority responsible for making such a decision:
The approval of the project "Scheme of Greened Territories of General Use of the City of Lepel" will be carried out by adopting a decision of the Lepel District Executive Committee.
Dates for public discussions and submission of comments: from 29.06.2023 to 28.07.2023 (inclusive).
The SEA report can be reviewed at:

The environmental report on SEA is posted on the website of the Lepel District Executive Committee.

Comments and proposals from citizens must necessarily include the full name of the citizen, their place of residence or work (study), and the citizen's personal signature (except for electronic appeals); for legal entities – the name of the legal entity, its location, the full name of the head, the head's personal signature, certified by the legal entity's seal.
A request for the necessity of holding public hearings (meetings) can be sent to the Lepel District Executive Committee at the address: 211174, Lepel, Leninskaya Street, 6 within the period from 29.06.2023 to 13.07.2023.
In case of a request from
the public on the necessity of holding a meeting to discuss the environmental
report of the SEA, the date and place of its holding will be announced later.
Applications submitted after the specified
deadlines will not be considered.
