In accordance with the requirements of the Regulation on the Procedure for Conducting Public Discussions in the Field of Architectural, Urban Planning and Construction Activities, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated 01.06.2011 No. 687, as well as the Regulation on the Procedure for Organizing and Conducting Public Discussions of Environmentally Significant Decisions, Environmental Impact Assessment Reports, and Accounting for Adopted Environmentally Significant Decisions, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated 14.06.2016 No. 458, the Lepel District Executive Committee (hereinafter referred to as the Lepel District Executive Committee) hereby notifies about the public discussion of the project: "General Plan of the City of Lepel", developed by UP "BELNIIGRADOSTROITELSTVO".
The project implementation is planned within the boundaries of the city of Lepel on a land plot with an area of 2154.2 hectares.
The organizer of the public discussion is the Lepel District Executive Committee. Location: Vitebsk region, Lepel, Leninskaya Street, building 6.
The public discussion will commence on 17.11.2017 and conclude on 11.12.2017 inclusive.
You can familiarise yourself with the exhibition and other materials of the general plan during the period from 17.11.2017 to 11.12.2017, from Monday to Friday, from 8:00 to 17:00, in office No. 107 on the 1st floor of the Lepel District Executive Committee building at the address: Lepel, Leninskaya Street, building 6.
Comments and/or proposals regarding the public discussion will be accepted during the period of the public discussion from 17.11.2017 to 11.12.2017 inclusive. Written comments and/or proposals can be submitted from 8:00 to 17:00 in the public discussion logbook located in office No. 107 of the Lepel District Executive Committee; by postal mail: 211174, Vitebsk region, Lepel, Leninskaya Street, building 6; by electronic communication means: e-mail: ot.lepel2016@yandex.ru.
The received comments and/or proposals regarding the public discussion of the object will be forwarded for consideration to the architectural and urban planning council of the Vitebsk Regional Executive Committee, represented by the chief architect of the Vitebsk region, Deputy Chairman of the Committee for Architecture and Construction of the Vitebsk Regional Executive Committee, Yu. Ch. Vyzhykovsky.

In case of receiving an application from the public for the necessity of holding a meeting to discuss the master plan, the date and place of its holding will be announced additionally.
The project's objective is to determine the strategy for socio-economic and territorial development, planning structure, and functional zoning of the territory until 2030: strengthening the city's economic potential through the development of the tourism and recreation sector; determining the optimal planning structure and functional zoning of the territory; principles of environmental protection, development of the public service system, transport and engineering infrastructure.
The implementation of the detailed plan is foreseen for the design period up to 2030 for the placement of 285 new homestead plots, placement of socially guaranteed facilities for primary and daily services for the designed and existing residential blocks: construction of 2 kindergartens for 170 places in new development areas, placement of additional retail and catering facilities, as well as development of recreational-landscape and physical culture and sports zones.
In accordance with the master plan of the city of Lepel, regulations for the use of territories and functional zoning have been determined: multi-apartment residential, homestead, public, industrial, utility and storage, general use green areas, and special purpose green areas.
