Notification of Public Discussion on the Draft Environmentally Significant Decision on the Approval of Greened Areas of General Use in the City of Lepel

In accordance with the requirements of the Regulation on the Procedure for Public Discussion of Environmentally Significant Decisions, Environmental Reports for Strategic Environmental Assessment, and Environmental Impact Assessment Reports, and the Consideration of Adopted Environmentally Significant Decisions, approved by the Resolution of the Council of Ministers of the Republic of Belarus of June 14, 2016, No. 458 (as amended by the Resolution of the Council of Ministers of the Republic of Belarus of January 13, 2017, No. 24), the Lepel District Executive Committee hereby announces the commencement of public discussion of an environmentally significant decision (hereinafter referred to as the Decision) on the approval of green spaces for general use in the town of Lepel.

Based on the analysis of the legislative and regulatory framework in the field of landscaping, materials from the master plan of the town of Lepel, as well as the main challenges in landscaping, the key directions for landscaping the town of Lepel have been developed, emphasizing the important role of green spaces in the urban landscape organisation.

Justification for the necessity of adopting the Decision is the fulfilment of the requirements of Article 33 of the Law of the Republic of Belarus "On the Flora". This article stipulates that green spaces for general use with an area of 0.01 hectares or more in cities of regional and district subordination shall be included in the scheme of green spaces for general use of the city, approved by a decision of the relevant local executive and administrative body in agreement with the territorial body of the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus.

The organiser of the public discussion of the Decision is the Lepel District Executive Committee.

The public discussion of the Decision will commence on May 23, 2017.

The public discussion of the Decision will conclude on June 23, 2017.

A notice regarding the public discussion procedure was published on May 23, 2017, in the district newspaper "Lepelski Krai". The notice, along with illustrative materials, has been posted on the official website of the Lepel District Executive Committee on the Internet at lepel.vitebsk-region.gov.by, in the "Public Discussions" section.

Requests for a meeting to discuss the draft decision, in written or electronic form, will be accepted during the public discussion period from May 23, 2017, to June 23, 2017, inclusive. Received comments and/or proposals concerning the public discussion of the decision will be forwarded for consideration to the commission for the preparation and conduct of public discussions of the draft policy document.

Information on the results of the public discussion will be available on the official website of the Lepel District Executive Committee at lepel.vitebsk-region.gov.by in the "Public Discussions" section, on the information stand of the Lepel District Executive Committee, and in the mass media.
