Justification of the need and description of the planned activity

The basis for the development of the Investment Justification for the reconstruction of the facility "Motor Road R-46 Lepel-Polotsk-border of the Russian Federation (Yukhovichi), km 0.000 – km 61.500" (amendments) is the implementation of the goals and objectives of the State Program for the Development and Maintenance of Motor Roads in the Republic of Belarus for 2017-2020, approved by Resolution of the Council of Ministers of the Republic of Belarus of 18.09.2017 No. 699 (as amended by Resolution of 21.03.2019 No. 185).Reconstruction of the R-46 Lepel-Polotsk-border of the Russian Federation (Yukhovichi) highway, km 0.000 – km 61.500 is planned according to the standards of technical category II. It is envisaged to bring the transport and operational indicators of the highway to the regulatory requirements for category II roads in accordance with TКП 45-3.03-19-2006 "Automobile Roads. Design Standards", by increasing the load-bearing capacity of the road surface to 11.5 tons per single axle of a vehicle.

In order to organize road maintenance work during the winter period, ensure the proper transport and operational condition of the highway, and comfortable and safe movement of vehicles along it, an engineering and technological complex for traffic management and road maintenance based on LDD-374 in urban settlement Ushachi is envisaged at the investment justification stage.

In accordance with the decision of the meeting of the Section for Design and Construction of Republican Roads of the Ministry of Transport and Communications of the Republic of Belarus, following the review of the main design solutions for the reconstruction of the R-46 Lepel-Polotsk-border of the Russian Federation (Yukhovichi) highway, km 0.000 – km 61.500 (Minutes of the Ministry of Transport dated 16.12.2019), changes have been made to the pre-project documentation aimed at reducing costs and saving borrowed funds from financial organizations involved in the implementation of this project.

In accordance with amendment No. 3 to the assignment dated 11.06.2018, the design solutions have been adjusted considering the optimization of the supply scheme for construction materials and products (including the development of the Sviaditskoye sand deposit, reconstruction of the existing elevated railway track and access track at Lepel station), as well as changes in the types of installed and reconstructed culverts in accordance with the economic justification.

Location of the planned activities

The designed section of the R-46 Lepel-Polotsk-border of the Russian Federation (Yukhovichi) highway, km 0.000-61.500, is located in Lepel, Ushachi, and Polotsk districts of Vitebsk region. The beginning of the designed section at km 0.000 is located at the junction from the M-3 Minsk-Vitebsk highway near the town of Lepel, and the end is at km 61.500 of the existing R-46 highway.
