8 January, Minsk /BELTA correspondent/. Limits and progressive norms for the consumption of thermal and energy resources will be approved in Belarus by February 1, 2013. This is provided for by the republican plan of measures for holding the Year of Thrift in 2013, the press service of the Belarusian government informed a BELTA correspondent.
The measures were approved by the Resolution of the Council of Ministers of December 29, 2012, No. 1253. These include the approval of limits and progressive norms for the consumption of thermal and energy resources, including standards for non-productive losses during the transportation of water, thermal and electrical energy, ensuring the fulfillment of energy saving indicators, and the introduction of increased costs for fuel and energy resources in case of their exceeding.
In total, the republican plan includes 25 measures aimed at ensuring a regime of strict economy and thrift, the most effective and rational use of natural, fuel and energy, material and labor resources, as well as the observance of economy and thrift principles by citizens, and the cultivation of their resourcefulness. In particular, it is envisaged to tighten the norms and standards for the consumption of material resources, ensuring a reduction in the costs of production of goods (works, services) and the fulfillment of resource saving indicators.
By February 10, a draft normative legal act providing for economic incentives for energy and material saving, taking into account foreign experience, will be submitted to the government. And by March 1, draft normative legal acts aimed at increasing the reliability and quality of manufactured complex technical products, tightening control over its quality at all stages of production, as well as stimulating and strengthening the responsibility of organizations' employees for quality should be submitted to the Council of Ministers.
Requirements for conducting mandatory energy audits of economic entities will be tightened, taking into account advanced domestic and foreign experience. The implementation of the energy saving programs for 2013 should ensure a total saving of fuel and energy resources in the amount of at least 1.43 million tons.
It is envisaged that the costs of providing housing and utility services to the population will be reduced by at least 10% under comparable conditions compared to 2012, including losses in heat networks within the housing and utility sector as a whole to a level not exceeding 16.3% by the end of 2013. Measures are planned to optimise design solutions that ensure the maximum reduction in the cost of road construction, efficient use of equipment, strict savings of material resources with maximum use of domestic materials.
The task has been set to ensure a strict economy regime for budget and foreign currency resources in public procurement. High-efficiency jobs are to be created and jobs with particularly harmful and heavy working conditions are to be eliminated, the unemployed population is to be involved in economic activities, and entrepreneurial activity is to be promoted. Pilot innovative projects aimed at reducing energy consumption in the energy, machine-building, agricultural, construction, transport, mining and processing industries, broken down by sectors and regions, will be implemented.
During the Year of Thrift, the media will widely cover instances of the population using effective methods of saving heat and electricity, using energy-efficient domestic building materials, organising the separate collection of secondary material resources, and their further use by processing organisations.
The Ministry of Economy will coordinate the progress of the plan of measures for the Year of Thrift. Information on the implementation of the republican plan will be submitted quarterly by republican state administration bodies to the Ministry. The financing of the measures will be carried out through funds provided for in the republican and local budgets for 2013, the organisations' own funds and other sources.
