Belarus plans to reconstruct and build 1,158.6 km of republican roads and 2,213 linear metres of bridges and overpasses. This is stipulated by the State Programme for the Development and Maintenance of Roads for 2015-2019, approved by Resolution of the Council of Ministers No. 1296 of 31 December 2014, as reported to BELTA by the press service of the Belarusian government.

The document also provides for the reconstruction and construction of roads connecting Minsk with regional centres and other high-traffic sections to Category I standards, with a length of 520.8 km, bringing them up to international standards.
In addition, the programme envisages the construction of a second ring road around Minsk; the implementation of a new road maintenance system based on state standards and a normative method; the surfacing of all 185 km of gravel sections of republican roads with improved pavement; the reconstruction and major repair of bridges and overpasses, primarily those in a pre-emergency condition, bringing their parameters up to the requirements of technical regulatory legal acts; the introduction of the latest technologies and materials in road works to improve quality and extend the service life of road facilities; ensuring environmental safety in road activities; and the further development of roadside service facilities, including on the basis of public-private partnership principles.
It is expected that by 2020, the length of republican roads in good condition will increase by 4,972 km compared to 2014, reaching approximately 60% of their total length. The speed limit will be increased on 520 km of roads. The length of roads with unsatisfactory surface evenness will decrease by 2,657 km, accounting for 11% of the total length.
By 2020, the length of toll republican roads will reach 1,968 km.
The funding requirement for the program from funds allocated for the development of the republican and local road sector is estimated at Br89,251 billion in December 2014 prices. Of this amount, Br45,624 billion will be funded from the republican budget; Br33,829 billion from bank loans, including Br24,879 billion from foreign loans; Br25 billion from the extrabudgetary centralized investment fund of the Ministry of Transport and Communications; Br356 billion from the own funds of road organizations; and Br9,417 billion from local budgets.
