The document establishes that military personnel and employees of militarized organizations holding special ranks for the Armed Forces, other troops and military formations, internal affairs bodies, the Investigative Committee, the State Committee of Forensic Examinations, financial investigation bodies of the State Control Committee, and emergency services, who are serving under contract and have served for at least 5 calendar years (excluding periods of full-time education in the aforementioned educational institutions), shall be granted a one-time monetary reward upon signing the second and subsequent contracts or upon extending a contract for a new term, in the following amounts: 10 base salaries – for those who have signed (extended) a contract for 3 to 5 years, 35 base salaries – for those who have signed a contract for 5 or more years. Exceptions include conscripts and cadets of educational institutions that provide training in specialized fields.
The decree specifies that the one-time monetary reward shall be fully reimbursed by military personnel and employees of militarized organizations holding special ranks upon early dismissal from military service (service) before the end of the contract term, except for dismissal due to illness or limited health status, as well as in connection with organizational and staffing changes, reinstatement of a former employee to the position, or violation of contract terms with respect to military personnel and employees of militarized organizations holding special ranks.
If the one-time monetary reward is not reimbursed or is incompletely reimbursed, the debt shall be recovered on an undisputed basis based on a notary's executive inscription.
