This is provided for by the draft law "On Animal Welfare," the preparation of which is scheduled for the current year. "The necessity of its adoption has been discussed repeatedly, and in 2014 we returned to the issue of including it in the plan," said Vadim Ipatov. - The need for the development and adoption of the law is also driven by numerous appeals from citizens and public animal welfare organizations to government bodies."
The draft law also plans to regulate issues of the emergence, transfer, and termination of rights to stray animals that are in temporary holding facilities and animal shelters.
The legal status of animal shelters will be defined, issues of their establishment and operation will be regulated, and the rights and responsibilities of volunteers who provide voluntary gratuitous assistance to these shelters will be determined.
Other important issues of animal welfare will also be resolved by legislation: strict requirements for owners to ensure the safety of other citizens, registration and accounting of animals will be defined; issues of regulating the population of stray animals will be streamlined; a ban on the use of inhumane methods of animal euthanasia will be established; the procedure for finding new owners for stray animals, etc., will be determined.
