May 20, Minsk /BELTA/. Over 900 employment contracts for students during their free time are planned to be concluded in Belarus, Zhanna Shchemeleva, consultant of the employment policy department of the Ministry of Labour and Social Protection, told BELTA correspondent.
"Currently, preparatory work is underway in the regions of the republic: contracts are being concluded with organisers for the employment of students, specific types of work and funding amounts are being determined," the interviewee noted. "Objects and scope of work for 2014 have been practically determined. Primarily, young people will be involved in landscaping and improvement of the territory of educational and social protection institutions, repair of educational furniture, restoration of library book collections, sewing of bed linen, production of stands and other publicly available types of work."
A total of 21.7 thousand people are planned to be employed during their free time this year, with Br25.3 billion allocated for these purposes. Zhanna Shchemeleva emphasised that the share of expenses for organising temporary employment of youth in the total amount of funds allocated for ensuring employment of the population is constantly growing. Thus, if in 2006 the share of expenses for these purposes was 6.6%, in 2010 – 8.8%, in 2013 – 9.6%, then in 2014 – it is already 10.2%. The main work on employing youth during their free time is usually carried out in the summer.
For example, in Minsk, temporary employment will be organised on the basis of 117 educational institutions, 11 institutions of additional education for children and youth, and on the basis of UP "Minsk Zoo". By the way, in the capital, in March of this year, employees of the Committee for Labour, Employment and Social Protection conducted a survey of organisations on the need to use the labour of youth for temporary and seasonal work. Based on the survey results, a list of organisations capable of hiring students for temporary work is being formed.
Similar work is also organized in the regions. For example, in Slutsk district, 100 students will carry out repairs at the local college. 150 people are planned to be involved in the repair and improvement of the school grounds in Postavy district, 24 in Braslav district, and 80 in Verkhnedvinsk district. In Stolin and Ivacevichi districts, 48 students will be engaged in sewing bed linen and repairing the fence at a kindergarten. In Miory district, 70 people will be involved in repairing school library books and school furniture. 300 students in Zhlobin district, 200 in Rogachev district, and 500 in Gomel will repair school furniture, restore books, and improve the grounds. 75 pupils from the Volkovysk orphanage will be employed in their free time from studies in six libraries of Smorgon district to carry out repairs and restoration of the book fund.
According to the specialist, since 2006 in Belarus, the employment service has been placing about 30 thousand students in various state-funded organizations (schools, libraries, etc.) during their free time from studies and during summer holidays. For example, in 2013, assistance was provided to 29.9 thousand students, of whom 85% were schoolchildren under 18 years of age. Br27.7 billion was used for these purposes.
"Priority is given to temporary employment for youth from single-parent, large, low-income families, as well as minors registered with commissions and inspectorates for juvenile affairs," informed the ministry representative. "During 2013, labor, employment and social protection bodies employed 1141 minors during their free time from studies, who are registered with inspectorates and commissions for juvenile affairs, as well as on internal school records."
Youth employment initiatives are carried out in close cooperation with educational institutions, which compile databases of students seeking employment during their free time. Labour, employment and social protection authorities, in turn, create databases of vacancies offered by employers for temporary youth employment. The employment service also arranges for the conclusion of agreements with employers on the organisation and financing of temporary employment; it informs students about available vacancies, types of work, scope of tasks, as well as the conditions of their execution and remuneration. Temporary employment is financed from the funds of the Population Social Protection Fund, allocated for measures to ensure population employment. Costs incurred by budgetary organisations for the purchase of workwear, equipment, tools, materials, employment record book forms, and youth remuneration are partially compensated.
Employers conclude fixed-term employment contracts with young people referred by the employment service to organisations for temporary employment. Consequently, they are covered by the provisions of the Labour Code and labour protection legislation.-0-
