It is proposed in Belarus to expand the possibilities of using electronic money. The corresponding draft resolution of the Council of Ministers and the National Bank has been submitted for public discussion on the Legal Forum of Belarus, BELTA reports.
The norms of the draft resolution provide for expanding the possibilities of using payment instruments and electronic money for cashless payments for acquired goods (works, services).
The justification for the draft resolution notes that legal conditions for conducting operations with electronic money have been created in Belarus. However, in practice, the use of such a payment instrument for the purchase of goods, works, and services has not become widespread, although this payment instrument has a number of advantages compared to non-cash funds.
It is envisaged that a settlement system using electronic money will allow buyers to make payments to business entities for acquired goods without using a bank payment card. Registration of an individual in the settlement system using electronic money will be carried out through authentication in the interbank identification system.
The use of such a mechanism has the following advantages: no need for deductions to foreign payment systems Visa, MasterCard, etc.; the cost of infrastructure for making payments using electronic money is several times lower compared to the infrastructure for payments using bank cards; the commission cost is lower compared to the commission for payments by bank cards.
