One of the tasks facing the Union State, according to Sergey Maskevich, is to enhance the academic mobility of students and faculty as an element of developing a network-based approach to implementing educational programs. To stimulate inter-university cooperation, it is proposed to develop a dedicated criteria-based framework for evaluating this interaction. Specific criteria, which higher education institutions would follow, would allow for the recognition of the best universities for their particular dynamism in developing cooperation, thereby enhancing their rankings.
The Parliamentary Assembly, or the bodies of the Union State as a whole, can play a significant role in stimulating university interaction and student mobility by considering and proposing various options for increasing the mobility of faculty and students.
Network cooperation among educational institutions primarily involves their joint activities in developing unified educational programs. This pertains not only to creating a curriculum but also to developing subject syllabi – the substantive content needs to be unified, well-thought-out, and innovative. Such activity provides students with the opportunity to master an educational program by utilising the resources of several educational institutions.
A meeting of the standing seminar on the issues of building the Union State, held under the auspices of the Parliamentary Assembly of the Union of Belarus and Russia, will take place on September 14-15 in Rostov-on-Don. Participants of the event will consider issues related to the formation of a unified educational space for Belarus and Russia and the main trends in the development of the educational system of the Union State. Issues of harmonizing educational standards in the sphere of higher education and current problems of postgraduate professional education, including its state and legal regulation, will be discussed.
