The Republic of Belarus has adopted a new version of Directive No. 2 on measures to de-bureaucratize the state apparatus.

A new version of Directive of the President of December 27, 2006, No. 2 "On Measures for Further Debureaucratization of the State Apparatus" has been adopted in Belarus. The corresponding Decree No. 135, which introduces amendments and additions to the Directive, was signed by the Head of State Alexander Lukashenko on March 23, the BELTA press service of the Belarusian leader reported.

In order to improve the quality of people's lives, it is proposed to make the debureaucratization process universal, extending it not only to the state apparatus but also to all structures interacting with citizens.

A key feature of the new version of Directive No. 2 is also a clear focus on resolving all the problems and difficulties of the population, primarily directly at the local level. In this regard, the creation of necessary conditions for ensuring the normal life activities of citizens and improving the quality of services provided to the population is assigned to the most important task of local executive and administrative bodies.

Thus, regional executive committees and the Minsk City Executive Committee are instructed to organize, in each district, including on a paid basis, the provision of various practically demanded services to the population (for example, for renting equipment for agricultural and construction work), as well as to give priority to ensuring the proper functioning of housing and communal services organizations and other organizations providing services to the population. The introduction of a system for citizens' rating assessment of the effectiveness of such organizations is envisaged.

To increase the openness of state bodies, heads of republican state administration bodies and local executive and administrative bodies (their deputies) are obliged to hold personal reception of citizens every Wednesday from 8:00 to 13:00, direct telephone lines every Saturday from 9:00 to 12:00, and on-site personal receptions at least once a quarter.
