In Belarus, from January 1, 2011, in accordance with Decree No. 552 of October 27, certain conditions for registration as needing to improve housing conditions are changing, BelTA correspondent reports. The Decree specifies that state support for the construction (reconstruction) or acquisition of residential premises can be provided for the implementation of only one chosen method of improving housing conditions by citizens. In particular, citizens who have received land plots for the construction of residential buildings without auction cannot count on state support for the simultaneous construction of other housing. In turn, citizens who receive state support for the construction (reconstruction) or acquisition of housing as part of a developer's organisation or for concluding a shared construction agreement, will not be provided with land plots for the construction of residential buildings without auction until a decision is made to remove them from the register of those needing to improve housing conditions or citizens refuse to carry out such construction (reconstruction) or acquisition of residential premises. The registration of citizens residing in settlements located in rural council territories will be carried out by the respective rural executive committees, and citizens entitled to receive social housing will be registered by rural and district executive committees. The document also defines the procedure for registering orphans and children left without parental care who are in need of improving housing conditions, and the procedure for providing them with housing. Cases have also been determined for local executive and administrative bodies to make decisions on the impossibility of settling this category of children and persons equated to them in the residential premises assigned to them, as well as the right of this category of citizens to be provided with social housing. -0-
