On September 21, Minsk / Lilia Krapivina - BELTA /. A subsystem for automatic registration of statistical declarations will come into effect in Belarus from September 26, 2012. This was announced today by Vladimir Orlovsky, Head of the Customs Operations Organisation Department of the State Customs Committee of Belarus, at the international scientific and practical conference "Customs Union of Belarus, Kazakhstan and the Russian Federation: Present and Development Prospects in the Context of the EAEU Formation," as reported by a BELTA correspondent. A feature of this system is that the registration of statistical and periodic statistical declarations will be carried out automatically, without the involvement of a customs officer. The estimated processing time for an electronic declaration by the automated customs system will be 1-2 minutes. Business entities will also be able to make changes to and cancel registered statistical and periodic statistical declarations independently. For this, they will not need to submit an application to the customs authority. Currently, in Belarus, over 75% of customs declarations are processed as electronic documents. The average time spent by customs officials on processing one electronic declaration is about 15 minutes for export and about 40 minutes for import of goods. The automation of customs document registration processes will reduce this time. "The first stage on this path will be the introduction of the subsystem for automatic registration of statistical and periodic statistical declarations from September 26," noted Vladimir Orlovsky. This innovation will significantly simplify the procedure and minimise registration time, thereby effectively implementing the declarative principle of customs registration of statistical declarations in practice. The automatic registration system will free up customs officers from performing these operations. They will now be involved in the most demanding areas of work, primarily at republican and departmental customs clearance points. The automation of processes in the customs sphere will continue. The next stage under consideration is the introduction of a system for automatic assignment of registration numbers to all electronic declarations on goods submitted to customs authorities.
