Thus, the amounts of child benefits calculated based on the subsistence minimum budget per capita (SMB) are increasing. For reference, according to Resolution No. 3 of the Ministry of Labour and Social Protection dated January 19, 2017, the SMB for February 1 to April 30 of the current year is set at Br180.10 per month. Accordingly, the one-time benefit for the birth of the first child is now Br1801; for the birth of the second and subsequent children – Br2521.40. The one-time benefit for women who registered with state healthcare organizations before the 12th week of pregnancy is Br180.10 since February. The monthly benefit for families with children over 3 years old from certain categories defined by legislation is Br126.07 per month for a child with a disability in February-April; for other children in the family – Br90.05. The monthly childcare benefit for a child with a disability under 18 years of age is Br180.10; the monthly benefit for a child under 18 years of age infected with HIV is Br126.07.
The new SMB has increased by 3.2% compared to the one in effect from November 1, 2016, to January 31, 2017 (Br174.52). However, the amounts of child benefits have increased by 2.6%. This is explained by the fact that the SMB for the period from November last year to January of this year decreased by 0.6% compared to the one in effect from August to October 2016. However, child benefits calculated based on the subsistence minimum budget per capita have remained at their previous level (in accordance with Decree No. 726 of December 18, 2006 "On the Calculation of Social Payments," the highest SMB value over the last two quarters is used when assigning (recalculating) the amounts of pensions, benefits, and other social payments calculated from the SMB).
In addition, since February, childcare benefits for children under three years of age have also increased. These benefits are differentiated depending on the number of children in the family: 35% of the average monthly salary of workers in the republic for the first child, 40% for the second and subsequent children; 45% of the average monthly salary for a child with a disability, regardless of the birth order of this child in the family.
For calculating the amount of this type of benefit from February 1 to April 30, 2017, the indicator of the average monthly wage for the fourth quarter of 2016 in the amount of Br746.80 is applied. Thus, from February to April, the amount of the monthly child care allowance for a child under 3 years of age is Br261.38 for the first child; Br298.72 for the second and subsequent children; Br336.06 for a child with a disability under 3 years of age. For those residing in the territory of radioactive contamination in the zone of subsequent resettlement or with the right to resettlement, the child care allowance for a child under 3 years of age is appointed and paid in the amount of 150% of the amount established by law.
