In particular, the document establishes the right to enter postgraduate studies on a part-time and full-time (evening) basis only for citizens with at least 10 months of work experience.
Individuals granted asylum in Belarus may participate in the competition for admission to postgraduate studies in state higher education institutions at the expense of the republican budget. This norm grants these individuals an equal right to education with citizens of Belarus.
For foreign citizens and stateless persons temporarily staying or residing in Belarus, the admission requirements and the list of documents submitted to the admissions committee have been clarified. In addition, an additional interview on academic disciplines has been introduced, which will contribute to attracting more qualified specialists from this category of individuals for training at the second stage of higher education.
The document also clarifies the form of approval of admission quotas (by types of educational programs and forms of education). Along with this, norms have been introduced providing for the dissemination of information to the public about the number of places allocated for obtaining higher education of the second stage at the expense of the budget, and for conducting separate competitions for obtaining the second stage of higher education in part-time and full-time (evening) forms at the expense of the budget and on a fee-paying basis.
To eliminate cases of simultaneous enrollment in postgraduate studies at two or more higher education institutions, a norm has been introduced requiring the submission of the original of the higher education document, not a copy, to the admissions committee.
In addition, the resolution provides for equal conditions for admission to postgraduate studies in higher education institutions for all agricultural specialties.
The regulations specify the procedure for conducting entrance examinations and establish the procedure for conducting an additional interview on academic disciplines.
The document provides for a privilege for admission to the master's program without entrance examinations for persons awarded the badges "Laureate of the Special Fund of the President of the Republic of Belarus for the Social Support of Gifted Students and Pupils" and "Laureate of the Special Fund of the President of the Republic of Belarus for the Support of Talented Youth".
At the same time, the list of categories of persons entitled to preferential admission has been supplemented: for research-oriented master's programs – those with a higher average score of a first-cycle higher education diploma or educational document; for practice-oriented master's programs – those who have received a diploma with honours upon completion of first-cycle higher education or have a higher average score of a first-cycle higher education diploma or educational document.
In addition, the resolution introduces a provision for the enrolment within 30 days after the start of the academic year of persons who participated and did not pass the competition, for vacant places that have appeared as a result of expulsion from the higher education institution.
The document enters into force after its official publication.
