September 23, Minsk /BELTA correspondent/. The timeframes for considering documents on the registration of apartment buildings and land plots have been reduced in Belarus, said Vyacheslav Abramov, Deputy Chairman of the State Property Committee, at a briefing in the BELTA press center today.
"The timeframes for considering applications and documents received by structures subordinate to the State Property Committee and local executive and administrative bodies from organizations operating apartment buildings have been reduced," said Vyacheslav Abramov. This measure is stipulated by the Prime Minister's Order No. 270r dated September 20, 2014.
According to the order, citizens who have fully paid for the construction work performed must be settled in the building within one month from the date of its acceptance. The State Property Committee will prepare proposals for amendments to regulatory legal acts, which will adjust the timelines and algorithms for performing work in accordance with the specified order.
Thus, one month before the planned date of the building's acceptance, the operating organization must contact the relevant territorial registration authorities to carry out technical inventory work for the building. Within two days from the date of approval of the building acceptance certificate, the organization must contact the territorial authorities to obtain a technical passport. Then, the operating organization must apply to the local executive and administrative body with a request to be granted a land plot for the maintenance of the building. In turn, the latter must, within two days, instruct the land management organization to develop a land allocation project. The latter has 15 calendar days for this. Then, the materials, together with the decision of the executive committee, are sent to the state registration organizations, which have two days each to register both the land plot and the apartment building itself. In addition, the issue of reducing the list of documents required to be submitted to state registration organizations will be considered.
According to the Prime Minister's Order No. 270r, "the failure of individual citizens to make the specified payments cannot be a ground for refusing to settle other citizens who have fully paid for the construction work on specific residential premises in an apartment building."
Regional executive committees and the Minsk City Executive Committee are to ensure the implementation of the instructions.
The district executive committee, jointly with the Ministry of Housing and Communal Services, the Ministry of Energy, the Ministry of Communications, the Ministry of Architecture and Construction, and the State Property Committee. To submit proposals on the adjustment of legislation, including departmental normative legal acts, taking into account the instructions contained in the order of the Prime Minister No. 270r, the relevant departments are instructed to do so by October 1 of the current year.
