On June 15, President of Belarus Alexander Lukashenko signed Decree No. 211 "On improving the procedure for providing state targeted social assistance". This was reported to BELTA by the press service of the Belarusian leader.

The document is aimed at increasing the level of social support for the population and creating a unified system for providing citizens with technical means of social rehabilitation. In particular, the procedure for providing technical means of social rehabilitation to disabled persons of Group III and children not recognised as disabled but in need of such means is simplified. The specified categories of citizens, as well as disabled persons of Group I and II and children with disabilities currently, will apply directly to the Belarusian Prosthetic and Orthopaedic Rehabilitation Centre to obtain the necessary rehabilitation aids.

The decree provides for the possibility of using social benefits not only to reimburse the costs of purchasing diapers but also for the purchase of other similar hygiene products necessary for disabled persons of Group I and children with disabilities (absorbent pants (sheets, diapers), urological pads (liners)).

Commissions for the appointment of state targeted social assistance are empowered to appoint monthly social benefits for a period of more than 6 months (but not more than 12 months) to families raising children, in which both parents or a single parent in a single-parent family are disabled persons of Group I or II, as well as if one of the parents in a two-parent family is a disabled person of Group I, and the other is caring for them.

In cases where there are grounds to believe that state targeted social assistance may be used for purposes other than intended, or that parents are not properly caring for their children, the decree enshrines the possibility of transferring it to the accounts of organisations providing necessary services to the family (repair of residential premises, stove heating, sanitary, gas, electrical equipment, purchase of fuel, etc.).

The decree comes into force on July 1, 2017.
