14 February, Minsk /Ekaterina Markovich - BELTA/. Working groups have been established in Belarus to analyse reconciled lists of citizens in need of housing improvement. This was announced today to journalists by the Deputy Prime Minister of Belarus Anatoly Kalinin, as reported by a BELTA correspondent. Regional executive committees and the Minsk City Executive Committee have been instructed to review the lists of formed housing construction cooperatives and citizens registered as in need of housing improvement by 17 February of the current year. "However, not all executive committees have carried out this work at the proper level. Working groups have been established to conduct an analysis of housing policy jointly with local authorities, reconcile lists of those in need, and determine the grounds for including citizens in housing construction cooperatives," said the Deputy Prime Minister. Furthermore, Anatoly Kalinin noted that instructions were given to identify which categories of citizens are disadvantaged according to the adopted Decree No. 13 on preferential housing loans. "After this work is completed, the issue will be considered at a meeting of the Presidium of the Council of Ministers, followed by a report to the Head of State in March of the current year," he added. Thus, it is possible that those who have concluded an agreement with a bank to obtain a preferential loan for housing construction before the new decree came into force and who are not currently among the preferential categories, will be given the opportunity to increase their credit line for housing construction due to the rise in the cost per square metre, under the previous terms. "Those who have concluded a loan agreement but, under the new terms, do not fall into the category eligible for a preferential loan, will be credited under the previous terms without an increase in the credit line. However, we want to assess the cost of expenses for this category of citizens to enable them to continue lending under the previous terms, taking into account the increased cost per square metre," Anatoly Kalinin informed. Regarding those who were eligible for a preferential loan before Decree No. 13 came into force but did not manage to conclude a loan agreement with a bank, the Deputy Prime Minister noted that they will be credited according to the new terms. "Although this issue will also be considered by the government. Perhaps, from this category, we will select some citizens, for example, those who became disabled during their work or under other circumstances, who, according to the new conditions, have fallen out of the preferential category. Such citizens need to find ways to be assisted," he stressed.
