The Decree stipulates that from September 1, 2019, up to 100 grants will be established to attract foreign citizens and stateless persons permanently residing outside Belarus to study in state institutions of higher and secondary vocational education.
The grants are established for foreign citizens to master the content of educational programs of higher and secondary vocational education at the expense of the republican budget in accordance with quotas annually determined by the Ministry of Education in agreement with the Ministry of Foreign Affairs. They will be awarded to foreigners based on selection results conducted in the manner determined by the Council of Ministers.
Foreign citizens receiving education in Belarus at the expense of study grants will be awarded scholarships, receive allowances for academic, scientific, and social achievements, and will be provided with dormitory accommodation at the educational institution for the period of study, with a fee for its use.
The Council of Ministers is instructed to take measures for the implementation of the decree within three months. It enters into force after official publication.
