The implementation of the decree's provisions will contribute to ensuring an adequate level of flight safety for aircraft and public security. It provides for the legal regulation of the use of modern aviation models. Possessing unsafe technical characteristics, they have become widely available to the public and are used for sports, entertainment, commercial, and research purposes.
Alongside their beneficial applications in various spheres of life, aviation models have become a threat to airspace users in Belarus. The use of such aircraft for terrorist, extremist, and other criminal purposes, including at venues for mass events, is also not excluded. This necessitated restricting the use of aviation models in certain cases.
Decree No. 81 clarifies the concept of aviation models and establishes the right to use them in the airspace of Belarus without permits from the Unified Air Traffic Management System bodies. The procedure for using aviation models will be determined by the government. Administrative liability will be established for violating the specified procedure.
