On April 20, President of Belarus Alexander Lukashenko signed Decree No. 118, which amends Directive No. 7 of March 4, 2019, "On Improving and Developing the Housing and Communal Services of the Country," taking into account the practice of its application, legislative changes, and the current situation. This was reported to BELTA by the press service of the Head of State.
The document provides for granting local executive and administrative bodies the right to appoint contractors from among state organizations for the provision of housing and communal services and for landscaping work in settlements without conducting procurement procedures.
Norms have also been established regarding the replacement (reconstruction) of all types of utility networks during the comprehensive improvement of adjacent territories of residential buildings, and a ban on transferring housing and communal services facilities to organizations without financing the costs of bringing them into compliance with the requirements of technical regulatory legal acts.
Furthermore, requirements for local authorities have been strengthened regarding the organization of information interaction with the public and the coverage in mass media of topical issues in the housing and communal services sector, as well as the responsibility of officials for untimely and improper fulfillment of citizens' requests and claims regarding the quality of housing and communal services.
