According to the document and in execution of Decree No. 3 of April 2, 2015 "On Preventing Social Dependency," it is established that the involvement of individuals serving administrative penalties in the form of administrative arrest in socially useful work is carried out based on applications from organizations that own facilities included in the lists for administratively arrested individuals. Applications are submitted by organizations to territorial internal affairs bodies that have a detention centre for offenders or a temporary detention facility within their structure, no later than one day before the commencement of socially useful work.

It is established that the daily duration of involving administratively arrested individuals in socially useful work shall not exceed 8 hours, and the weekly duration shall not exceed 40 hours.

Administratively arrested individuals are provided with a break for rest and meals lasting at least 20 minutes and no more than one hour during the period of performing socially useful work. The break time for rest and meals is not included in the duration of socially useful work.

The duration of socially useful work performed by administratively arrested individuals is accounted for by the organization. The organization is also responsible for delivering administratively arrested individuals from the place of administrative arrest to the place of socially useful work and back, providing them with tools, devices, equipment, and (if necessary) special clothing, footwear, and other personal protective equipment, monitoring their labour discipline and safety compliance, and the quality of their work.
