In Belarus, a zero penalty has been established for overdue utility payments due to the implementation of a unified information system.

The penalty amount for late or incomplete payment of housing and utility services, payment for the use of residential premises of the state housing fund, or reimbursed electricity costs has been established in Belarus. The relevant decision is enshrined in Resolution of the Council of Ministers No. 946 of 22 November 2016, BELTA was informed by the press service of the Belarusian government.

The penalty amount for late or incomplete payment of housing and utility services, payment for the use of residential premises of the state housing fund, or reimbursed electricity costs has been established in Belarus. The relevant decision is enshrined in Resolution of the Council of Ministers No. 946 of 22 November 2016, BELTA was informed by the press service of the Belarusian government.

The document was adopted to protect the rights and legitimate interests of citizens during the completion of work on the implementation of a unified republican information system for accounting, calculation, and accrual of payments for housing and utility services and payment for the use of residential premises.

According to the resolution, a penalty of zero percent is established for payers of housing and utility services who have made late and/or incomplete payments for housing and utility services, payment for the use of residential premises of the state housing fund, and/or reimbursed the costs of organisations operating the housing stock and/or providing housing and utility services for electricity consumed for lighting common areas and operating equipment, including elevators, in apartment buildings: for September – from 26 October to 5 November; for October – from 26 November to 5 December; for November – from 26 December of the current year to 5 January 2017.

The aforementioned actions do not apply to overdue debt on payments for housing and utility services, payment for the use of residential premises of the state housing fund, as well as for reimbursement of electricity costs, which arose on 1 October 2016, 6 November 2016, 6 December 2016, and 6 January 2017.

The recalculation of penalties for late and/or incomplete payment for housing and utility services, payment for the use of residential premises of the state housing fund, and/or reimbursed electricity costs for September 2016 is carried out in accordance with this resolution.
