Resolution of the Council of Ministers of May 30, 2016 No. 417 introduces amendments and additions to the Regulation on the procedure for issuing a driving license for operating a moped, motorcycle, car, vehicle combination, tram, trolleybus, a driving license coupon and their exchange, approved by the government resolution of April 4, 2011 No. 441.

In particular, the document establishes the retention periods for driving licenses, as well as the documents that served as the basis for their issuance or exchange.

For example, driving licenses that are not claimed after the expiration of the period of deprivation of the right to drive vehicles for driving them by a person in a state of alcoholic intoxication or a state caused by the consumption of narcotic drugs, psychotropic substances, their analogues, toxic or other stupefying substances, or for transferring the control of a motor vehicle, self-propelled machine to such a person, as well as refusal to undergo examination (testing) in the prescribed manner to determine the state of alcoholic or drug intoxication; other violations - are kept for two years at the territorial traffic police unit at the place of residence of the person deprived of the right to drive vehicles.

Documents that served as the basis for issuing driving licenses and their exchange are kept in the examination units for three years, and driving licenses confiscated from persons deemed unfit to drive vehicles for medical reasons are kept until the expiration of the validity period of such licenses.

Furthermore, it has been established that when issuing a driving licence based on a foreign driving licence to persons who have obtained a residence permit in Belarus, this licence is returned, except in certain cases. Thus, if there are signs of forgery (discrepancy) of the foreign driving licence, the decision on its return, as well as the necessity of invalidating the issued driving licence, is made based on the results of the relevant check.

The Resolution also sets out in a new version the form of the application submitted by an individual to the examination unit for the issuance, exchange of a driving licence, its coupon, issuance of a duplicate licence, coupon.

The document enters into force on the day of its official publication.
